Stale Request error

Thanks for the response. Would you mind providing the preferred tool you used to decode? I am a new Shibboleth Admin so I appreciate any feedback and tips for decoding messages like this.

There are plenty of online tools that can decode the message and they'd tell you the message is invalid, so the SP has a bug.
