Pre-populating terms and conditions

We have enabled terms and conditions in our Shibboleth IdP (version 
3.3.1) server. When we agree to the terms and conditions, the entries in 
the database look like this:

We want to pre-populate this table with people who already agreed to the 
terms and conditions in another system rather than making them agree to 
the terms and conditions again.

How do I generate the "value" field?
