Customizing the IdP UI via messages.properties

Thanks, Scott.  That's it - conf/services.xml still points at
messages/{authn,consent,error}-messages.properties.  Should that file
have been upgraded by the IdP 3.3.1 installer?  (I upgraded this
particular installation from 3.2.1 to 3.3.1 back in July.)
