Customizing the IdP UI via messages.properties

Dear all,

What's the right way to selectively override some of the properties in
system/messages/messages.properties?  I don't want to overwrite this
file in case it gets modified during an upgrade, but both
messages/messages.properties and messages/messages_en.properties are
ignored.
