While discovery hints in metadata provide some improvement of the UX for the initial IDP selection, many users will still have to query the IDP. 

I am missing the implicit IDP-selection at provisioning time, or at least when logging in to a home-organization-only service. This would offer the possibility for the user to never have to select the IDP out of a large list for the first device, and could be extended to propagate the selection to other devices.
