This is really an InCommon issue, not a Shibboleth one, but I can tell you Cashnet doesn't use the WAYF when it's working correctly, so something is wrong with what you're doing or what their end is doing.

They probably shouldn't be pointing to it at all.

I also seem to recall it was doing this for us at one point under unclear conditions that we reported to them as a bug and it stopped.
