Possible metadata reload regression

I'm tracking a possible regression with the SP's metadata reloading that may have been triggered by a bug fix we applied in this last patch to correct a separate problem. I shouldn't have applied it, that was a bad choice.

If it's implicated, I will push a new xmltooling patch out and just bump the relevant packages this evening. I'll advise either way once I track it down.

I think it's causing the reload attempts to silently run each time without doing their job, at least based on the logs I'm seeing.
