Login Authentication page for shibboleth IDP

Well, you need something to actually trigger login.
You can't just login at the IdP with no additional context but instead 
always need a service you authenticate for (and then also deal with 
exchanging metadata etc.).
That's what Tom and Scott tried to tell you.

Perhaps a simple introduction to the general concepts, like the one from 
SWITCH [1] or the Shibboleth CONCEPTS Wiki [2] might help you.
