Cool, thanks for testing.  That confirms it's the lower-case hex
encoding of the hash.

For the record Java OpenSAML and the IdP added similar "local dynamic"
support in 3.3.0:

https://wiki.shibboleth.net/confluence/display/IDP30/LocalDynamicMetadataProvider

It defaults to a filesystem approach, but with a plugin could load
dynamically from a RDBMS, etc.
