Unable to verify the XML signature.

I upgraded from 2.4 to 3.3 and still using legacy files.
One of the service providers (vendor not using native shibboleth) is getting this error. There was no change in metadata or certs. Was the signature algorithm changed in v3? All other SPs signed are working fine.
