It looks like this might be a bug in our warning code (or something I'm not understanding yet is happening), but I was able to reproduce that warning with a quick test of a legacy file if I put "urn:mace:incommon" into the id of a relying party override. I would guess that's where you have it.

It bears further investigation but if the overrides are applying the way they should in testing, I would ignore it for the moment.
