What's wrong in my Shibboleth SP 2.6.0?

I don't see a problem description above. If restarting shibd was what
fixed the problem, what was the problem you experienced before the
restart?
Or are you referring to the issue that the startup scripts report that
starting shibd failed when really it only took longer to start and in
fact started successfully, but only after the init scripts times out?
For the latter you could change SHIBD_WAIT in /etc/sysconfig/shibd.
