authn/conditions flow not registered

The authn/conditions flow is a parent flow for the Password flow, but I 
have a deployment where it's not getting registered.  No obvious errors, 
and no knowledge of anyone touching anything related to the conditions.  
The flows directory is AFAIK stock.

Can anyone imagine circumstances under which this could occur?  I didn't 
crank the Spring logging up and I'd like to avoid it if anyone has 
experience already.
