Odd error

Hi - I am running IIS 7 Shibboleth SP 2.3.1 on a test system.  I have a metadata aggregate file of about 25MB that I am loading (the machine has 64GB RAM and Shib and IIS are the only processes on the box).  That is the only metadata that I am loading.  Occasionally I see this error:
2017-06-30 07:37:22 CRIT OpenSAML.Metadata.Chaining : failure initializing MetadataProvider: bad allocation

Any ideas what might cause this?
