I'll ask the obvious questions first (with apologies)

- Are you sure your idp.war has been rebuilt and redeployed completely & correctly?  Tomcat in particular used to be dreadful at hanging on to old versions. May still be.
- Is there an stray openSAML-saml-impl-*.jar kicking around in your edit-webapp tree? (WEB-INF\lib)
- What is the version of this file reported in your dist\webapp ?
