Azure web app as Service Provider

Hello,

Does anybody have experience setting up an Azure 'web app' as a service
provider? Any advice to get started or for the first steps would be much
appreciated - I'm finding Azure difficult to navigate, perhaps it would be
easier to use a VM in the cloud instead of a web app for more control?
