PopulateBindingAndEndpointContexts: Unable to resolve outbound message endpoint

That messages was added to with the stuff you need in 01-March-2016  (6ef48ca600 in case anyone care).  Looks to me that there have
been at least 3 versions since then (3.2.1, 3.3.0, 3.3.1).   

I'd upgrade.
