Shibboleth SP Thread key creation failed

Sp 2.6, Apache 2.4 -- becomes unresponsive with errors in logs of the following sort:

  apache error: mod_shib failed to load configuration: Thread key creation failed.
  native log: XMLTooling.Threads : pthread_key_create error (11): Resource temporarily unavailable

It is using DB for clustering the SP; restart fixes the problem. Server running out of resources?
