getHeaders

what setting in apache(vhost) or shibboleth prompts  the dispatching of the
headers.
 "dispatching message (firstcare-tst-sso::getHeaders::Application)'

we are seeing this for one of our clients. and we are not receiving the
SAML assertion values  in the request headers.

We see the attributes in the SAML assertion in the log and then are decoded
with no errors.
