shibd thread keeps reloading

We have a shibd that is nearly continuously reloading a thread:

2017-06-08 15:11:55 INFO Shibboleth.Config : reload thread started...running when signaled
2017-06-08 15:11:55 INFO Shibboleth.Config : reload thread started...running when signaled
2017-06-08 15:11:56 INFO Shibboleth.Config : reload thread started...running when signaled
2017-06-08 15:11:56 INFO Shibboleth.Config : reload thread started...running when signaled

It's creating very large logs files. Where would I even begin to look at the cause?
