You're actually having issues with IIS, though it's a subtle distinction. Point being there isn't much I can do for you.

By definition it's not, so generally that means IIS is lying to you, but it's impossible to say until you know what the error is.

You need to turn off friendly errors, and if that doesn't give any more specific error you have to check the shibd.log and the Windows event log for any sign of issues.
