I don’t think I would bet you on anything Shibb, authentication, or browser related.  I found the setting in Chrome to “Continue where you left off” that circumvents browser close requiring re-authentication and a similar setting in Firefox (When Firefox starts – Show your windows and tabs from last time).  I reviewed what has been done on the My Buckeye Link page with the verbiage and Is this a private computer/device response handling.  A good model for everyone to follow.  Thanks for your help.

Wanna bet? You just don't have your browser configured like most people do.

Blocking access to SSO is not a standard function of the IDP, rather something custom we would have to develop, correct?

It is a standard feature to be able to customize the system to do things like that. As with all of its flexibility, it is targeted at somebody comfortable with Java, scripting, Spring, and generally doing advanced things with software.
