Turning off signing would fix it, yes (provided there's not an issue using a key for encryption also). Flipping a metadata bit will not fix it. If the request is signed, the signature must validate. The metadata flag controls whether to accept unsigned requests. If the request is signed, it doesn't matter what the flag is.
