Unverified RP issue CRITICAL

Maybe you guys can help.  Our issue has us in a bad state.  We are getting the:
Profile Action SelectProfileConfiguration: Profile http://shibboleth.net/ns/profiles/saml2/sso/browser is not available for RP configuration shibboleth.UnverifiedRelyingParty

... for all of our SAML service requests.

I have verified that our metadata-providers.xml has not changed and is configured to load our sp-metadata.xml, which is an aggregate that includes all of our SPs.  I have tried restarting the IdP and see in the log that it is parsing metadata-providers.xml with no errors the IdP comes up and hums away on CAS fine, but nobody SAML is allowed.

Any ideas or suggestions on what to check next?
