Data from rpUIContext ignores lang cookie/GET parameter

Dear colleauges

Using [1] we configured our IdP to read and set the "lang" cookie (e.g.
containing "en" or "de" as values) and added links on the login page to
switch languages manually. This works quite well, with one exception.

It seems that content displayed via the $rpUIContext (e.g. to show SP's
display name/description via $rpUIContext.serviceName in velocity
template) ignores the Locale set via cookie or GET parameter and instead
uses the browser language. This is pretty much what is described on [2].

However, it is not what we or the users want :-) We would like to show
the SP's name/description in the same language than the rest of the
login page, if there is a name/description available in that language in
this SP's metadata.

How could this be achieved? Basically, it would be necessary to ignore
the web browsers language preference in case there is a "lang" GET
parameter or cookie available.
