I'm just trying to highlight "don't support it" as a choice as much as I can.
Even if we dump this syntax in favor of something else, none of the harder issues change obviously, under the covers. My organization doesn't suddenly grow up.
We've had SPs make it clear they value targeted IDs, and that's fine, but I think it's ultimately got to be the IdP's decision. If its valued, e.g, by the librarians, then they can explain that to the IT organization and share in the cost of making it happen, or they can accept that they can't have a pony.
Whether it makes sense for an SP to ever simply say "I won't accept a non-targeted value" is a very interesting question worth exploring.
