There is nothing in your post about the Shibboleth software -- it's
about a loadbalancer, a web server (httpd) and a servlet container
(Tomcat; and even that doesn't seem to be relevant here), none of
which are provided or supported by this project / community.

Maybe as in a forum that's about the component producing your
"ERR_CONNECTION_RESET" error (whichever component that is)?
