Persistent ID via eduPersonTargetedID in IdP 2.4.4

Thanks, Rod. This is in non-production, so the logs are verbose. But
they're not showing any errors. The only problem is the unexpected output
in the Subject element.

And thanks for confirming the V3 change won't work,
