Cannot start Shib SP service or execute shibd.exe -check on windows box

Some unknown change happened on one of our windows boxes 2008 R2 causing shib to not be able to start or apache to load the shib module mod_shib_22.so. I first believed it was the admin who installed patches that caused an issue. But we've rolled back the vm 2 weeks before patches and the problem still exists. If you try to just run shibd.exe -check from both sbin and sbin64 we get an application error 0xc00000be which seems to be pointing at a missing library of some sort. I've tried removing and reinstalling the shibboleth sp we were on 2.5.4, then upgrading it to the latest 2.6x version with the same issues. Is there some other package separate from shib that if missing could cause shib not to run like one of the visual c++ ?
