shared link generates "No conversation state found in session for key"

We're running IdP 3.2.1, Java 1.8.0_92, Tomcat 8.0.35 on RHEL 6.8

A user is trying to share a link to a Qualtrics survey via email.

Following the link works for some users, but for others, it generates a 500
error with "No conversation state found in session for key e?s?".

It's a link in to qualtrics.  Our IDP isn't in the query string, the
conversation isn't reference during the redirect, and it's upon initial
access (no back-button).

Any ideas what's going on?
