Issue with endpoint - "No return endpoint for relying party ...."

Ascuse me, not expired, got overwritten.

TestShib allows uploaders to overwrite metadata that has the same
filename.  This was done to give deployers a way to "clear out"
afterwards.  It has instead given deployers confusion and the ability to
stomp on each other by accident.

Later editions of the idea used the entityID as the filename.  That
doesn't remove the confusion or the stomping, but it lessens the
probability.  I'd like to switch, but the IdP upgrade is way, way more
important.

Before this, we had a system with actual registration and accounts. 
Nobody misses those days, at least.
