I suspect you consolidated message files with the upgrade/change and didn't update the services.xml bean containing the message files to load. They go hand in hand. It doesn't break if you don't do anything after upgrading, but if you redo the files and change what they are to match a new install, that requires a change.

We don't insist or even expect that people are doing that cleanup. I'm not sure I documented doing it but if I did and missed that step, it's a documentation omission.
