Shibbolet installation on Windows7 Enterprise SP1 failing : socket call (bind) resulted in error (10013)

Hi,
I am trying to install Shibboleth 2.6.0.1 version in my local system which is having Windows 7 Enterprise edition(SP1) as operating system.  After the installation Shibbolet service didn't started.  When I verified, shibd.log, it is showing the below error

017-01-06 16:15:10 ERROR Shibboleth.Listener : socket call (bind) resulted in error (10013): Unknown error
2017-01-06 16:15:10 CRIT Shibboleth.Listener : failed to bind to socket.
2017-01-06 16:15:10 INFO Shibboleth.Config : shibboleth 2.6.0 library shutting down

Attaching the logs for reference.  Please let me know in case anyone has faced this issue.  If so please help me to resolve this issue.
