I'd say more didn't bother reading SAML specs to realize they're re-hashing
most of the same issues SAML has solved.  I forget who said it, but someone
from Sun once said "OpenID is for people who didn't read the SAML spec".
Now OpenID Connect and OpenID have as much in common as XML and ASN.1 but
the lineage holds.
