No bean named 'shibboleth.consent.terms-of-use.Key' is defined

I have upgraded from IdP2 to IdP 3.2.1 with the legacy relying-party.xml
configuration.

I don't know if it's a known bug or not, but 3.2.1 is not supported so I'm not going to go hunting. Reproduce it on the supported version and if it continues file a bug and we'll certainly follow up on it.

I have upgraded IdP to v3.3.0 and the problem persists.  I have filed issue IDP-1130<https://issues.shibboleth.net/jira/browse/IDP-1130>.
