"Throwing an error" doesn't tell anybody anything about what the error is, or even why you think it has anything to do with NameID generation.

I can't tell you how to fix a problem you haven't described.

The SAML standard defines the basic set of Formats that are "valid" in SAML, but that has no relevance to what your IdP wants to support or needs to support, and Formats are extensible anyway. The documentation thoroughly covers how NameID generation works, aside from the point that an upgrade from V2 done correctly will simply keep doing what it was doing for the most part.
