How add new Velocity Templates?

Hi Scott and thank you so much for your time!

I would to add pages that are able to use the wonderful 
MessageTraslation property of Shibboleth IdP v3.x and, hence, are able 
to use #springMessageText("value-provided-by-messages","default-value") 
to perform a perfect internationalization of useful pages easily.

This could help me to add easily pages for several languages for the IdP.

I hope to have clarified my needs now. :)

> You're going to need to explain much more specifically what you want to do. You don't need to add templates to include static content, and as I've addressed repeatedly on a recent thread, adding static content is best handled by just creating a root webapp in Jetty and placing material there.
