Ok, I think I asked that incorrectly.  Given that
$IDP_HOME/messages/error-messages.properties "operates" within the IDP
context, specifying the following line:

idp.logo = /images/somerandompic.png

is going to attempt to access /idp/images/somerandompic.png.

What value would I specify for idp.logo to use the file in
$JETTY_BASE/webapps/images/somerandompic.png, i.e., the ROOT context?
