The only part that's really "legacy" is using the older format of the relying-party file, there's nothing else that operates in a "special" way.

Metadata configuration is identical whether you upgrade or install from scratch.

Well, you apparently have a broken file or you're using the wrong key but there is nothing about doing that in V3 that's different from V2.

You also have a ton of unnecessary noise in that log, FWIW.

There was no signature check on that metadata there, so that's the only reason it loaded before.
