Attribute Consent Page -- Trigger on User Attributes

Having a bit of mind warp trying to figure this out.

Summary:
1) Consent page enable for ~20 % of all integrated sites
2) All above require consent page displayed for all users
3) 1 integrated site request that only employees see the consent page
(students don't)

How do I implement 3 without impacting 1?

I am fairly new to java, if above is possible, would there be any examples?
