logging the outgoing SAML

I have the following line in logback.xml

   <logger name="org.opensaml.saml.saml2.encryption.Encrypter" level="DEBUG"
/>

which provides the outgoing SAML message in *some* exchanges but not all.
Quick scan suggests the assertion is logged for some SPs and not others.

How can I get all the unencrypted assertions, which I often need to help
service owners diagnose failures?
