mod_shib_22.so missing after SRPM rebuild process

Scott:

I found this in the logfile for the SRPM install.  Looks like even with the rpm installed (see below), in the SRPM logfile, it still show APACHE_CONFIG=no.   I think this identifies the problem, but how to fix this?

+ APACHE_CONFIG=no
+ SYSTEMD_SHIBD=no
+ SYSCONFIG_SHIBD=no

Or the facts as presented are incorrect, which is what generally turns out to be the case.
