>Maybe their debugger is more forgiving in some way, but generally speaking if it works for SSP it should work for Shibboleth. Or honestly just replay that same GET to the IdP with your own browser. 

Thanks,  I will try the browser solution.  Also, we have not implemented the Request Log module on Jetty.  Our past sysadmin insisted on having an Apache in front of our IdP's Jetty.  I am now wondering if the proxied request is getting some garbage added to the end of it, so I will see about getting a look at the request when it hits Jetty.
