The web page isn't updated because it's still being worked on, but there are already university systems that have been discussing membership and the Board's proposal has been to establish a reasonable rate that strikes a middle ground between some of the "NREN" levels and the current "large organization" amount to make it beneficial to both (i.e. we get less money than if every campus joined but it's one legal process that's more likely to happen).
In other words, people can contact the Consortium Manager as in a routine case and he works it out with the Board, which is what's been happening at the moment to get the decision on what to do in that case finalized.
