I spent a few minutes searching the manual and would appreciate a description of redirecting and coming back. That could result in a more elegant solution.

Ok, the AJAX part makes more sense. But the second part makes me think you're better off just building a different solution for the TOU step, it's more of an example than anything else. I guess if there's something there worth reusing it's fine but it's got a lot of weird mechanics to it that are really entirely about storing the result locally. If you're having trouble just redirecting to something else and then picking the request back up, that's easy to explain.
I guess the other point to make is that it gets audited too, so if the only additional need is just to capture the fact that it happened, you can do that out of band too.
