How to adjust Velocity properties

Can someone point me to where in the docs it is explained how/where to
place the velocity.properties file ?  I can't seem to find mention of it.

I am getting this error under load:

INFO [org.apache.velocity:90] - Runtime : ran out of parsers. Creating a
new one.  Please increment the parser.pool.size property. The current value
is too small.

I want to set the parser.pool.size.

I tried placing it in /conf  and loading it with idp.additionalProperties.
Is that correct?
