Non-ASCII characters in attributes passed via mod_jk

Getting reports from some users that non-ASCII characters in SAML
attributes aren't received correctly by the application.

Attributes are being passed to a Tomcat application using mod_jk, is there
anything special I need to do to deal with non-ASCII characters in
environment variables passed via mod_jk? Or any other tips on how to debug
this?

Apologies, I realise this is probably more a mod_jk/AJP question, however I
figure others on the list have had to deal with this.
