Just to close this off.

I have just promoted the (already existing debug level) message to be a warn.

The only quirk to note is that a 'Simple' encoder will not complain if it gets given a 'scoped' attribute.  There are good
programming reasons for this, but I'm not sure that I buy it as sensible behavior.  Any thoughts?
