I've been walking through the filter pages updating documentation and the short answer is that when I saw it existed I made a mental note to go look at it because I was pretty sure it doesn't do what it said and doesn't do anything useful anymore, much like some of the other similar V2 features.

So I doubt that you're mistaken, without having actually looked yet, and my advice is to avoid it, which will likely get codified as "this is deprecated" once I do the legwork.
