"Replay detected of message" causes

My biggest single source of them are users with satellite based Internet connections. Evidently in order to speed things up, the Internet ISPs provide a local caching software that will send the browser request multiple times over the high latency satellite connection. I’m still trying to figure out why you would fill your slow pipe with multiple requests, but evidently it is a special case of stupid.

What if the time on the user’s device is off? Our SP and IDP time are synched. I’ve read that the use of the back button in some browsers could also cause these. What about a browsing app on a cell phone? Can something mischievous on the user’s device like malware cause these? I’m only seeing these messages for remote connections – not originating on our network.
